Seeking to correspond regarding a never-created multi-tribal Upper Midwest Native American relocation site 1830s-to-early 50s?

I have looked for years for a definitive description as to what kind of great amalgamated multi-tribal reservation (or something like a reserervation?) the Indian Office and Congress were sure was going to come into being in the north, to echo the federal project for relocating southern tribes west of the Mississippi farther south. This evolving plan was probably in effect in the late 1830s until the scheduled Ojibwe, Menomonee, and Stockbridge Oneida removals from Wisconsin vaporized 1847-1853. An attempted treaty was negotiated in 1843 with the Dakota by Wisc. Terr. Gov.
