Census Practices - 1900

I am currently working on a history of Kennedy Heights, which in 1900 was a suburban village near Cincinnati. In looking at the manuscript census for that year, I have found an area whose developer touted it as a summer retreat for wealthy Cincinnatians. Subdivided in 1890, by 1900, the census taker reported only a handful of residents when he took the census in early June. Given the number of lots in the subdivision, the count seems quite low.
