With a number of caveats, going back to find the date of Soviet-Nazi Pact agreement was 23 Aug. 1939.
Soviets faced several situations after WW I ended, not the least being the Communist political revolution. While this history played out, until Stalin came to power, possibly Russia was no threat to Germany, though the Communist Germans were and this was indeed part of the then sought world-wide Communist overthrow of Western Govts.
Must disagree with with this conclusion about the early Soviet Union history under Stalin. Unless, has forgotten, the Soviet-Nazi Pact was signed before the end of the 1930s. Do not recall the exact date but was it not in 1939 ? This decision to void Poland was due to Communist worries about war with Germany ?
