The Bystander in Jewish History This panel will explore "the third" - bystanders instead of perpetrators and victims - during acts of injustice, including genocide. Who are bystanders? What conditions produced passive bystanders? Is the term useful or too broad to reflect local circumstances? What are the constructs of bystanders? Who uses the term and how do they use it? When seen as culpable, when and how were bystanders incriminated?
