One of the major problems in Davis' leadership of the Southern rebellion against the Union must be found in the ideology of those States whose quarrel was as much about what is now called States Rights as it was with the Union.

The Southern states saw themselves as sovereigns, ie, the Confederacy and this separate but equal proviso to their participation in the Confederacy had its impact upon legal framework and decisions relative to their so called claims to exist outside the Union.
