This first part is probably written by a Fayette County Equal Rights Association corresponding secretary since the narrative uses the preferred term "suffragists." The second part (on page 3) which focuses on paraphrasing the speech by popular orator Walter J. Millard, uses the diminutive term "suffragettes" and thus was likely written by someone else not as familiar with the writings of American activists.
