Having served as both a dean of a college of education, albeit on an interim basis, and for three years as a licensure officer, there are few who would more underestimate the levels to which certification qualifications could sink than I . Peter and I agree more than we disagree I think; but my point is that the larger historical context should already have been integrated pre-service preparation even if the teacher candidate is not a history major.
