The Center for Military History and Social Sciences of the German Armed Forces (ZMSBw) Potsdam and the Institute for Security Policy Kiel University (ISPK) are soliciting paper proposals for two workshops on the subject matter of "NATO maritime strategies and naval operations, 1985-today." The two workshops in Wilhelmshaven (November 2023) and Kiel (March 2024) will discuss strategic and operational aspects of NATO's wet flanks spanning four decades. The Institute for Security Policy Kiel University (ISPK) and the Center for Military History and Social Sciences of the German Armed Forces (ZMSBw) are conducting a joint research project that seeks to address NATO’s Maritime Strategies and Allied Naval Operations of the past four decades. Two separate workshops will be hosted to bring together international experts on maritime strategy, naval operations, and allied seapower. We are looking for proposals from academics, think-tankers, policy-makers, and military officers, both senior and junior. A proposal should consist of:

• Title

• Abstract of no more than 200 words

• Bio

We are looking for pieces that make both a conceptual and a policy contribution. They can reflect on the last ~40 years, focus on present problems, or look ahead. Please note that we plan to publish the papers as an edited volume in ISPK’s Seapower Series (Nomos: Baden-Baden).

Timelines:

• 30 April 2023 – submission of proposals

• 17 May 2023 – decision on proposals

• 01 November 2023 – submission of working papers for Wilhelmshaven

• 08-09 November 2023 – workshop in Wilhelmshaven

• 01 March 2024 – submission of working papers for Kiel

• 13-14 March 2024 – workshop in Kiel

• 01 September 2024 – submission of papers (typeset will be provided) for inclusion into edited volume with ISPK’s Seapower Series (NOMOS: Baden-Baden) (4,000- 6,000 words per essay including endnotes), to be published 1st quarter of 2025

There will be two separate workshops which are topically interconnected:

Workshop (I), hosted by ZMSBw and the German Navy Museum, on NATO’s maritime strategies, to be held in Wilhelmshaven, Germany, on 08-09 November 2023. It will cover the strategic and policy aspects of NATO’s maritime/naval issues. Areas for contribution could include (but are not limited to): NATO strategies and their maritime/naval implications Development and application of ‘Alliance Maritime Strategy’ (2011) NATO maritime operational planning NATO tactical development and think tanks (Centers of Excellence, etc.) Technological developments, disruptions, naval modernization Bilateral and multilateral cooperation of NATO partners on all areas NATO maritime command structure and areas of responsibility Maritime implications of NATO expansion rounds NATO’s naval procurement NATO’s relationship to the European Union and the United Nations 

Workshop (II), hosted by ISPK, on Allied naval operations, to be held in Kiel, Germany, on 13-14 March 2024. It will address Allied joint/combined naval operations. Areas for contribution could include (but are not limited to): Standing Naval Forces and Standing NATO Maritime Groups (STANAVFORLANT/SNFL, SNMG1; STANAVFORMED/SNFM, SNMG2; SNMCMG1/SNMCMG2); “Coalition of the Willing” task forces and groups National naval operations in NATO framework or under mandate Operations Southern Guard, Sharp Guard, Active Endeavour, Enduring Freedom, CounterPiracy, Allied Protector, Ocean Shield, Sea Guardian, Baltic Guard etc. National naval activities in the NATO area and beyond (e.g. Operation Southern Cross in Somalia 1994, Freedom of Navigation exercises) Combat experiences of NATO members such as Falklands War 1982, Iran-Iraq “Tanker War” 1987/1988, Second to Third Gulf Wars (1991-2003), Operation Deliberate Force 1995, Allied Force 1999, etc.
