The Fourth International Conference in Public Administration: ADMINISTRATIVE FAIRNESS AS GOOD GOVERNANCE

The Fourth International Conference organized by the Department of Public Administration at Sofia University “St. Kliment Ohridski” is focused on different perspectives of a fairly modern concept – administrative fairness.

Does contemporary administrative science develop such a concept? What falls in its content? What are the possible directions for its critique? Is it just about the application of well-established legal and economic principles, such as equality before the law or compensation for unequal distribution of goods, or a new type of governance that is yet to be established in the practice and theory of public administration? Can evidence be found that, in addition to the classical principle, administrative fairness is an active element of Good Governance in the 21st century?

In addition, administrative fairness requires institutional safeguards and protection – either as a separate aspect of the activity of a given public institution or as the core content of its activity such as the institution of the National Ombudsman. What does such an institutional perspective add to the contents of fairness as administrative science’s own concept?

Fairness in public management may not just be the application
of a legal and economic principle in administration. There may be important elements of fairness that are not covered by the law and the economy. Every major public institution has its own appeal department since many administrative decisions are not absolutely correct. Many primary decision errors are overcome at this first level without further development in litigation. What specific principles of administration should be applied at this level?

Of course, in conjunction with the search for a specific administrative-scientific concept, the conference will bridge the various meanings of administrative fairness in administrative science with well-established areas of its development, such as Law, Philosophy, Sociology, and Psychology. The conference calls for an interdisciplinary approach and welcomes the contributions of scholars from various fields – public management and administration, political and policy research, public law research, social and economic sciences.

In this way, the conference aims to create an opportunity to identify forms of administrative fairness beyond the principle of equality of citizens before the institutions, mandatory hearings of interested parties, the direct participation of citizens in government and other elements of the concept established in the past. The meaning of such searches is primarily directed to good governance practices.

In addition to theory, the practice of governance in the public sphere will also be a focus of attention. Cases in which various forms of administrative fairness are being influenced by the irreversible changes in the modern world will be highlighted by the conference.

The main thematic panels of the conference (without restricting the development of other topics) will be:

• Administrative fairness and the principles of good governance
• The diverse nature of administrative fairness
• Administrative fairness in public policy-making
• The Ombudsman Institution as a guarantor of administrative fairness – national and global experience
• Administrative fairness is the guarantor of administrative justice
• National, cultural and historical dimensions of understanding of administrative fairness

The invitation is addressed to academics and researchers from all fields of science that have to do with the study of fairness and good governance – administrative sciences, philosophy, political science, legal studies, economics, psychology, sociology, European studies, cultural studies, history, etc.

The invitation is also addressed to leaders in both the public and private spheres, whose activities face the problems of fairness and good governance.

Participants’ papers will be published in a separate scientific collection. Admission of the papers to publication will follow peer review.

The working languages of the conference are Bulgarian and English.

No conference fee is required.

Applicants will be notified of the decision of the Scientific Committee by April 3rd, 2020.

Publication of the final program: by April 15th, 2020
