Seeking Best Practices for Translating non-English Books and documents using Online or digital tools

I am seeking the best practices for translating non-English books and documents using online or available tools.  I have had some luck with Google Translate, but not with scanned documents.  I have several German and Dutch texts to decipher. I realize that nothing beats having the items translated by a native speaker, but that is prohibitively expensive.  I intend to use technology to give me the 90% look at the text and then have key items translated for 100% clarity.
