Papers are invited for the following panel, to be held at ECAS 2015 in Paris.

Acting on the margins: professional associations and the construction of alternative politics in Africa after empires

This panel will discuss the role of professional associations in the contest for new world orders, focusing on their relations with the three multilateral organisations that emerged from the European colonial empires: the Commonwealth of Nations, the Communidade dos Países de Língua Portuguesa and the Organisation Internationale de la Francophonie. While each of these has its own distinct history and identity, their trajectories show increasing cooperation, driven in part by a variety of professional organisations (law, business, journalism…) based in Africa or with a significant African membership.

Focusing on how professional associations have sought to (re)define individual and collective rights using transnational/international, local/global connections, this panel will also analyse motives and outcomes. It welcomes papers on:

• the influence of professional networks on heads of state/government and ministers in the Commonwealth/CPLP/OIF

• complex accreditation processes and ambiguous relations with governments

• disputes over the definition of “civil society” and “grassroots initiatives”

• African leadership of professional networks

• the role of migrants and diasporas, within and outside Africa

• Commonwealth/CPLP/OIF dynamics and the place of professional associations in EU/AU/UN negotiations

Comparative papers (contemporary or historical), papers on associations from joint member states or on relations with non-member states (Algeria, Zimbabwe…) are encouraged.

The deadline for sending panel proposals to the convenors is 19 December 2014. The results of the selection process will be conveyed to the authors by 5 January.

Ce panel étudiera le rôle des associations professionnelles dans la lutte pour de nouveaux ordres mondiaux au cœur des organisations multilatérales qui ont émergé des empires coloniaux européens: le Commonwealth des Nations, la Communauté des Pays de Langue Portugaise et l’Organisation Internationale de la Francophonie. Les trajectoires de ces organisations, à l’histoire et à l’identité bien distinctes, montrent une coopération croissante, impulsée en partie par divers réseaux professionnels (droit, affaires, journalisme…) basés en Afrique ou comptant des membres africains.
Comment ces réseaux ont-ils tenté de (re)définir les droits individuels et collectifs par des liens transnationaux/internationaux, locaux/globaux, avec quels intérêts et résultats? Ce panel envisagera:
• L’influence des réseaux professionnels sur les réunions gouvernementales Commonwealth/CPLP/OIF
• Les processus d’accréditation complexes et les relations ambigües avec les gouvernements
• La contestation des définitions de ‘société civile’ et ‘initiatives de la base’
• Le leadership africain des réseaux professionnels
• Le rôle des migrants et diasporas, en et hors d’Afrique
• Les dynamiques Commonwealth/CPLP/OIF et la place des réseaux professionnels dans les négociations UE/UA/ONU
Les études comparatistes (contemporaines/historiques), les études centrées sur des groupes issus des pays membres de deux organisations ou les relations avec les pays non-membres (Algérie, Zimbabwe…) sont notamment bienvenues.
