QUERY: German-Jewish refugees and Uruguay, 1933-45

Can anyone point me towards publications concerning Uruguay as a destination for German-Jewish refugees during the 1930s and 1940s? I am especially interested in how Uruguayan consulates in Europe dealt with visa applications from would-be refugees, but I am also interested in political discussions in Uruguay concerning the acceptance of refugees and how refugees adapted to Uruguay.

In addition, does anyone have experience of archival holdings that presumably exist in Montevideo of Uruguayan consulates in Germany? Have files of successful and unsuccessful visa applications been kept? If so, presumably these would as part of the archives of the Ministerio de Relaciones Exteriores; where would that be?
