Looking for an early archive of the Hindustan Times

I hope that someone at a university can help me out. I am looking for a university or archive which has holdings of the Hindustan Times from 1940. I know that the Nehru Memorial Library holds microfilm for the date needed, but I was hoping to find an archive a little closer to home. I am looking for a cartoon from the Dec. 19, 1940 edition.
