"Indian revolutionary nationalists in China and SE Asia in interwar period to Dec. 1941

In my research on the origins of the Indian National Army of  World War II, I have come across British intelligence documents alluding to Indian revolutionary nationalist cells operating in South China and SE Asia. In particular, the name "Hind Sabak"" comrs up a few times. He is identified as a nationalist "mischief maker" active in the Guangzhou area. Does anyone in the H-Asiaverse know anything about this person, and his possible connection to the Ghadar movement, which was alluded to by British miilary intelligence?
