"The Vote that Killed the Basking Ridge Historic District" - What to Do 30 Years Later

#baskingridgehistoricdistric - We felt the research was strong enough to publish. We are looking to hear from other organizations that have taken the journey to nominate and finally approve through the NJ HPO a designation of a historic district. Over the last thirty years only TWO districts didn't pass and Basking Ridge was one of them.

Given the cynicism of government today, Basking Ridge (a hamlet of Bernards Township, New Jersey) does deserve a historic designation IMHO, but now after 30 years, there's been modifications to many structures in the district. However, the district still maintains its historic character.

How do scholars and sponsors craft the message that reassures residents and building owners that a historic district is only a designation and not an ordinance to restrict change?

Would love to hear your thoughts as the Mr. Local History non-profit is considering picking up the nomination and doing all the work again.
