Is this a case of one generation not liking the wheel invented by a prior generation ?

In any event, it was in the public mind of that time, 1950s, when Soviet orbit of the Earth signaled a capable Soviet threat in missiles, touching off the well known arms race. This culminated in some measure during the 1960s with various Nuclear Treaties, including the Test Ban Treaty during Kennedy years and Salt Treaties of later Nixon years.

Now. if taken with concerns voiced in this latest Review of British NATO concerns about Russia and its tactics as future wars history for Europe and the West, hypersonic missiles would be near the top of concerns. IF their only advantage i 'speed' to reach targets there are a couple of added future history considerations;a] anything invented by man can be duplicated by other men or even undone by other men and b) costs to use in delivery of conventional warheads is probably too high to make worthwhile, leaving still nuclear warheads as the most cost effective outcome and least likely to be experienced given the deterrent effects to going 'nuclear' in order to win a pyrrhic or unlikely war.
Questions which must be answered by all. Where is their any advantage ?
