H. R. 348 established the Lassen Volcanic National park, but not without controversy. Not only did utilitarian conservationists clash with preservationists, but members of Congress debated if local parks without national significance deserved federal funding. Despite this accusation of being a way to siphon federal funding for local road maintenance, H. R. 348 passed through Congress and was signed into law by President Woodrow Wilson.
