Dear Mr. Richey,

Back in 1997 my School of Advaned Military Studies (SAMS) seminar (there were 12 of us including our seminar leader) had a wonderful 3hour discussion with General Fred Franks.  This issue came up and he was very open and honest.  He closed the discussion with the following (a paraphrase but I have it written down in my SAMS notebook which is down in my basement back in Missouri-I am currently TDY):
