New Working Paper, "Veto Players and Japanese Nuclear Policy after Fukushima" by Jacques Hymans

The Social Science Research Council and the New York University Press have kindly permitted a Working Paper version of Jacques Hymans chapter, "Veto Players and Japanese Nuclear Policy after Fukushima," to be posted on H-Energy in advance of publication next year.  His chapter will be part of the book, Japan: The Precarious Years Ahead, edited by Frank Baldwin and Anne Wilson (SSRC/NYUP, 2015).
