Permits to Build/Permits to Move

Before H-DC moved I'd offered up the suggstion that movement of exiting buildings may be under-considered in research buildings in Washington, DC. 

Brian Kraft pointed out that the Permits to Build database includes Permits to Move, since the construction of a new foundation is involved (hence the virtual construction of a new building).
