I am hastily putting together a panel  on progressive-era policing for the 2019 SSHA in Chicago, Nov 21-24. The panel will consider the public and private debate about professionalizing and reorganzing policing during this era. That is, how did governmental leaders, and participants in public debate, make the case for (and against) expanding, consolidating, and bureaucratizing their police forces in this era. What does this tell us about their ideal vision of, and anxieties about, policing.
